The civilians were actually workers under Baroques Work and planned to rob the Straw hats after a heavy party with drinking and eating.We meet some more workers of the Baroques work and Giants.Straw Hats visits Drum Island in order to find a Doctor for Nami and have found Chopper, a Reindeer who has eaten the Human Human fruit. Long story short, Kaya, the sick wealthy friend of Usopps, has a waiter who is actually wanting to take over the young woman's fortune. While the whole Kuro situation was interesting, the beginning of arc with Gaimon, to me, seemed a bit pointless.
Brook then joins as it was revealed that he was a long friend of Laboom and wishes to meet him again.We learn about the celestial Dragons and SuperNovas. This arc is where everything changed.Luffy finds about Ace capture and execution and meets another Warlord. Smoker and Tashigi also swallows their pride to he'll the children. A yonko. With no way to escape the straw hats they all disappeared by kumas hand one by one(Straw hats separates). I wasn't sure where the arc was going at this point though; kind of a confusing start.After that we get into the meat of the arc. The Syrup Village Arc, also referred to as the Captain Kuro Arc, is the third story arc in the East Blue Saga of the manga and anime, One Piece. At the end of the arc Luffy invites Usopp to join his crew as the sniper.
Nami Joins unofficially as their Navigator.The three crews arrives at the village and meets Usopp, they fight against a group of pirates and saves Usopp village.
Luffy regroups with Nami and finds out that Sanji has been taken to Big Moms ship. That's what makes Luffy such a great character.
The Straw Hat Pirates arrive in Syrup Village, where we meet Usopp. (Nami is shown)Luffy and Zoro arrives and Meets Nami who together, fights against Buggy. Franky also gets captures along with Robin.

!Overall this arc was pretty good.
"One! With his steel claws and "cat-like" reflexes, Kuro puts up a strong fight against Luffy but is defeated in the end by a powerful shot from the rookie pirate! This dude is literally stuck in a treasure chest! Kuma keeps his word and says something about Luffys Dad. The straw hats meet another warlord Moriah and fight against him. He is the village clown as he loves to pull pranks on people with the subordinates of his pirate group.
But maybe we will see him later on in the show.
